Trump's Ambitious Prediction on American Energy Investment in Venezuela Draws Expert Doubt.

Market specialists have shown considerable doubt regarding bullish predictions that American energy majors will swiftly commit vast sums of dollars to revive Venezuela's crumbling production facilities.

Requirement of Iron-Clad Guarantees

Absent an absolute assurance of full reimbursement from the US federal government, experts believe multinational oil companies to act with significant hesitation.

“It would be hasty to discuss any future business activities,” a representative stated in response.

The ambitious timeframe of under 18 months has been publicly proposed. Yet, industry projections suggest a more cautious outlook.

A Likely Schedule

“It is likely going to take multiple years for any kind of output increase,” said one energy analyst.

He suggested energy firms would likely spend:

  • Initial phase: Sorting through new regulatory frameworks.
  • Year two: Commencing overhaul of equipment.
  • The third year: Reaching a position to boost output.

This would lead to an increase of around half a million barrels per day maybe by late 2028.

Appetite Compared to Appetite for Investment

There is a critical difference between companies' curiosity and their willingness to spend substantially.

“I think their attention is an high score, on a range of one to 10. But their readiness is a much lower, because there is significant uncertainty yet.”

Experienced observers in the region echo this sentiment. The expectation is that firms will publicly talk up the opportunity while in practice proceeding with great care.

The Colossal Cost

The monetary bill would be enormous. Research projections suggest that increasing production by between 500,000 and a million bpd would require in excess of $10 billion in funding over several years.

Yet, returning output to historical levels of around 2.5 million bpd could require a monumental $80 billion to $90 billion over many more years.

The Unanswered Question of Federal Guarantees

The prospect of energy companies being reimbursed by the government has been often raised. But, formal assurances on such a mechanism have not yet been provided.

The absence of certainty is the primary impediment behind the industry's caution. Operators seek safeguards against sovereign risk and the possibility that a subsequent government could renege on any agreement.

“You need to be shielded from political change, that we’ve witnessed in Venezuela already.”

Ultimately, while rhetorical promises runs high, the operational realities suggest a road of extreme caution for potential major investment in the Venezuelan oil sector.
